An article in The Register is reporting that a graduate student at the University of Michigan is moving his dissertation work offshore to servers outside of United States and to prevent access to the information from users coming from the United States, due to threats that his work may be considered in violation of the provisions that make it a crime to possess software capable of concealing the existence or source of any electronic communication.
The student has written previously on topics such as Steganography, which involve hiding information and his dissertation is aimed directly at the topic of hiding network access from prying eyes.
If anyone doubted the previous commentary on this site about a "chilling effect", here's your first example.
